The offroad/bad fuel dongle allows use of the "bad fuel" mapping, whereby the engine continues to run perfectly even with poor quality fuel. KTMhints at MTC and abs being adjusted automatically depending on the mode your in but if there is a difference it is very subtle and there is no user tuning to adjust the level of MTC. I've never tried it on a 1190, but if you want to fully disconnect abs or traction control in cars is pull the fuse to those circuits.
